Everything you say is correct but there is a reason to have a PCV system and its not emissions alone. You want the vapors to be sucked out of of the crank case. Venting to a catch can or to the atmosphere is not necessarily a good idea. I would suggest putting a small low pressure vac pump at the end of a catch can to suck the vapors out. that way your crank case is clear when you are boosting. Depending on how much blow by you are getting you might have to clean the catch can quite often. Harry
